Liyuu Police paramilitaries have reportedly detained and tortured a civilian in a rural town in Eastern Ogaden, situated near the border of Somalia. Local contacts informed the Halgan Media service desk the incident occurred in the town of Dhagafur in Doolo province.
Eyewitnesses reveal the victim was traveling in a vehicle prior to being detained by the Liyuu Police paramilitaries. Upon being detained the victim was held under arbitrary detention for several hours, in which he was subject to physical abuse and torture.
Local contacts that spoke to Halgan Media on condition of anonymity have identified the victim as Abdirahman Adan Muuse. It’s still not clear why the victim was illegally detained and tortured by the paramilitary forces.
Close relatives of Abdirahman Adan Muuse reveal that he’s currently languishing in a makeshift medical clinic in his hometown of Labiile, situated near the Galaadi district of Doolo province.
Human rights violations are still rampant in some parts of the Ogaden region, particularly in Doolo province. The bulk of these abuses are committed by the Liyuu Police paramilitary force under the direct orders of Abdinasir Abdulla, the governor of Doolo province.
Disputes between warring clans, an inept and corrupt security apparatus and weapons being smuggled across the border from Somalia have exasperated the already volatile situation on the ground.
The Halgan Media service desk has been able to obtain a photo of the victim, which is pictured below.
