The district of Qooqaani has been under the tight control of the Kenyan Defense Force (KDF) since 2012, which has raised many questions on how militants can breach and penetrate the vicinity of such a secure town.

The Kenyan military maintains one of its largest military bases in Somalia in the district of Qooqaani. The Kenyans have similar military outposts and bases in the districts of Hoosimgoow, Kulbiyow, Kismaayo, Ras Kambooni and Dhoobley just to name a few.
